What Drives the Cost of Highway Plantation in India

The real cost structure of a corridor plantation package — where the money actually goes, which line items get under-quoted, and how to compare two bids that look identical on rate.

Ask three contractors to price the same corridor plantation package and you will get three very different numbers. That is not usually dishonesty. It is that plantation BOQs are written loosely enough that three companies can each price a different scope while appearing to answer the same question.

This guide sets out where the money actually goes on a corridor package, which line items get quietly dropped to win a bid, and how to compare two quotes that look identical on rate.

Why "cost per kilometre" is a meaningless question

A per-kilometre figure hides every variable that determines the actual cost:

  • Planting density. An avenue row at 10 m centres is 100 trees per kilometre per side. Median shrub massing at 1.2 m centres over a 2 m wide median is several thousand plants per kilometre. The same "one kilometre" can differ by an order of magnitude.
  • Supply size. A 1.5 m sapling and a 3 m clear-trunk palm are both "one plant" in a BOQ line.
  • Soil at pit level. A pit in loose alluvium and a pit broken through weathered granite are the same drawing and completely different money.
  • Water. A corridor with a live borewell every few kilometres and a corridor supplied entirely by tanker are different projects.
  • Scope duration. Planting only, versus planting plus two summers of establishment, versus a five-year AMC.

Anyone quoting a rate per kilometre before walking the alignment is pricing an average, and you will pay for the difference between that average and your site either in money or in dead plants.

Where the money actually goes

Roughly, in descending order on a typical corridor package:

1. Earthwork at pit level. Excavation, breaking compacted subgrade or rock, providing drainage in clay, and importing backfill. This is the largest single variable and the one least visible on a drawing. A specification that says "900 mm pit" without addressing subgrade condition is an invitation to under-quote.

2. Establishment maintenance. Two summers of irrigation, weeding, basin maintenance, staking checks and gap-filling. On unirrigated corridors this is tanker logistics — routes, cycle times, access points, and the diesel behind them. It is routinely the second-largest cost and the first one deleted to win a tender.

3. Plant material. Usually smaller than clients expect, unless the palette is palm-heavy or specifies large supply sizes.

4. Transport, handling and access. Nursery-to-site logistics, crane or hydra hours for palms, traffic management on live corridors. On an operational expressway, a lane closure window can cost more than the day's planting.

5. Irrigation infrastructure, where a permanent system is in scope — mains, laterals, filtration, pump and controller.

6. Supervision, safety and documentation. Chainage-wise planting registers, survival audits, photographic records. Small in money, decisive in whether the package is accepted.

The five line items that get quietly dropped

When one quote is 40% below the others, it is almost always one of these:

  1. Pit specification. Quoting an auger hole in clay instead of a scarified pit with drainage and improved backfill. Invisible at handover; fatal by the second monsoon.
  2. Establishment irrigation. Pricing a three-month defect period instead of two summers. The plants survive exactly as long as the contract.
  3. Gap-filling. No obligation to replace failures, so the survival number becomes the client's problem.
  4. Soil import. Assuming excavated spoil is reusable as backfill when it is compacted subgrade.
  5. Traffic management. Assuming free access on a live corridor.

Ask every bidder to price these five explicitly as separate lines. The cheap quote usually stops being the cheap quote.

How to compare two quotes properly

Put the bids side by side against these questions:

A bid that answers all seven at a higher rate is usually cheaper over three years than one that answers none.

Getting a defensible estimate

For public work, the correct starting point is the applicable schedule of rates — CPWD's published SOR, or the relevant state PWD or horticulture department schedule. These give sanctioned rates for planting, pit excavation, manure, staking, tree guards and maintenance, and they are what an auditor will compare your figures against.

Then adjust for the things the SOR cannot know: your soil investigation, your water availability, your species palette and your maintenance duration. That adjustment is the estimate; the SOR is only the baseline.

Where costs can genuinely be reduced

Not by cutting the five items above. The real savings:

  • Plant with the monsoon. Ten weeks of free irrigation removes a large share of the establishment cost. A programme that slips out of the window converts rainfall into diesel.
  • Choose species that survive on rainfall. Neem, karanj, silver date palm, oleander and vetiver need nothing after two summers in most of North and Central India. A palette of thirsty ornamentals commits you to irrigation forever.
  • Right-size the supply. Large stock buys instant effect and costs more in transport, handling, pits and aftercare. Use it where it is seen at low speed — entrances, plazas, interchanges — and use smaller stock on long open stretches where nobody stops.
  • Use vetiver instead of armouring on erodible slopes. Bioengineering is usually a fraction of the cost of repeated slope repair.
  • Contract planting and maintenance together. Splitting them creates a gap during which nobody owns the plants, and the replacement cost of that gap exceeds the saving.

The honest summary

A plantation package is not priced by the plant. It is priced by the hole, the water and the years afterwards. A quote that reflects those three is worth more than one that does not, even at a higher number — and the difference shows up in the survival count long after the invoice is settled.

If you have a BOQ and want a second read on where it is likely to be under-specified, send it across. Scope gaps are cheaper to fix at tender stage than as variations.
